The article focuses on the Interstate Commerce Commission's (ISC) decision regarding railroads. Last month, when the ISC by a six-to-four decision authorized the Eastern railroads to raise passenger fares, the third increase since the war, it was suggested that this form of transportation was being priced out of the market. "The New York Herald Tribune" urged consideration of such conservative alternatives as continued improvement in passenger service and experimentation with fare reductions. The New York Times expressed the view that the law of diminishing returns is operative to an extent that places the latest increase in the domain of speculation.
