A Treaty for Austria?

For a long time the fate of Austria has depended on whether the Big Four (United States, Great Britain, Soviet Union and China) could teach an agreement on other issues that divide them-issues that have nothing directly to do with Austria. The Austrian people, therefore, are anxiously following the conversations on Germany now being held in Paris. At the start the Austrian Foreign Minister, Karl Gruber, was under the illusion that the existing tension between Yugoslavia and the Cominform might induce Soviet Union to cease underwriting Belgrade's aspirations. A political problem will face the Austrian democracy the day the treaty is signed and the occupation is over.
