The article focuses on the U.S. Taft-Hartley Labor Act of by the National Labor Relations Board. The first emasculation of a labor union under the act took place in November 1947, under Robert Denham, the counsel of the board. Denham brought about a change in the policy of the board. Denham hired several employees without regard to existing seniority practices, and without previously posting the vacancies for the information of lower-level employees. It looks as if the man selected to handle the nation's labor affairs had succeeded in busting his own organization's union.
