The article discusses that political seasons change swiftly in Washington. This week the great spy game of only a few months back could be viewed in all its essential triviality in the light of another search now going on--the search for government plans and blueprints of a larger order. Everybody is hunting for the operational details of U.S. President Harry S. Truman's "bold new program" for worldwide colonial development. And nobody has yet found a pumpkin containing all the answers. Apparently extraordinarily little paperwork had been done before the President revealed the plan in the course of his inaugural speech.
