When U.S. President Harry S. Truman urged Congress to authorize the construction of manufacturing plants "for materials in critically short supply, such as steel," the brand of a thirty-eight-year-old Assistant Secretary of the Interior was stamped all over the proposal. Crow Girard Davidson, an energetic young lawyer with antecedents in Louisiana, college ties at Yale, legal experience in the Tennessee Valley Authority, and political ambitions in Oregon, had advocated precisely such a policy more than a month before the President delivered his message on the State of the Union.
