Compromise on Berlin?

This article focuses on the problem facing the establishment of a single currency for Berlin, the capital of Germany. The question of simultaneous negotiations on the monetary system and the lifting of the blockade could be solved by modifying the proposal of the neutral countries so as to assure the Western powers on one hand that the Russians would demand on utterly unacceptable currency controls and the Russians, on the other hand, that the monetary agreement would not be sabotaged once they had given up their weapon of blockade. The United Nations is clearly determined to exhaust every possibility of peaceful settlement.
