It may be a hard and thankless task to convince independent voters that they are not entitled to hibernate this year just because the choice of Presidential nominees fails to quicken the pulse. Among anti-Wallace liberals in general, and especially in labor circles, it is somewhat fashionable to yawn ostentatiously when U.S. President Harry S. Truman's name is mentioned, and to hint that November 2, 1948, might be an ideal date for squirrel hunting, poker playing, or catching up on sleep. Yet, however uninspired one may be by Presidential prospects, the fact remains that, out of 531 seats in Congress, some 467 are to be filled on that same November 2. How they are filled will go far toward deciding what happens to the country in the next few years, regardless of who sits in the White House signing bills or imposing vetoes.
