The article presents a discussion on the book "Sea Power in Conflict," by Paul Schubert. In this book Paul Schubert attempts two tasks. The first half of the book is devoted to an exposition of navies in general and the diverse elements which make up what the author terms the "new sea power." The remainder contains an account of the naval history of the present war. In interpreting sea power to the lay reader Schubert has done a very fair piece of work. He gives a fine account of the development of naval science during the past quarter century, pointing out the changes being brought into modern warfare by the airplane and submarine.
