This article focuses on various issues related to administrative actions and policies in context of the series of military victories and political maneuvers in Atlantic. The conclusion to which many of the leading figures in the Administration seem to have come to let the Japanese move south into the East Indies and concentrate on partial protection to Americans in the Atlantic. That spells greater naval intervention to prevent the defeat of the British and the occupation of Dakar and the Cape Verde Islands. The big split in Administration circles is over what to do about the Japanese when the shooting begins in the Atlantic.
