The article discusses about documents that are published in the German "White Book." The question is whether documents which it contains are genuine; the second and more important one is what ends it sponsors hope will serve. Clearly the action of the German Foreign Office was not motivated by a disinterested desire to contribute to diplomatic history. True or false, the purpose of the publication was propaganda, and it was intended to produce definite effects in this country and perhaps in others as well.
