U.S. Secretary of State Cordell Hull typifies the diplomat probably less than any other man in the U.S. Department of State. He claims no aristocratic forbears, spent his youth in parts physically and culturally remote from the halls of Groton and Harvard, and enjoys nothing resembling a private fortune. Hull will never go down in history as a great executive. From the start, he addressed himself to certain chosen areas of operation, and for the rest delegated authority with a freedom that amounted almost to indifference.
