To win a war it is high time to inquire where, and when, and how one plans to meet victory. The record of the professional strategists so far is not so thoroughly triumphant as to inhibit the layman who knows his own limitations. He may humbly hope to be no less fortunate than the poor Persian nomad who taught Cyrus how to storm Sardis, or the little clergyman who showed Charlemagne the way to outflank the Langobardic fortresses and to seize Italy. The time of passive strategy is over. One can no longer accept with easy satisfaction the temperate doctrine of assimilating the blows and wearing down the enemy, while Time and Production—those two allegorical deities flanking the democratic Mars—work.
