A customs union is "an association of two or more independent tariff territories to form one customs area, involving the elimination of all interterritorial customs barriers and the adoption of a common tariff policy." The German Zollverein, formed early in the nineteenth century, was a customs union which served as the cornerstone of the German Empire. The creation of the political Union of South Africa in 1909 was preceded by the formation of a customs union. An Anglo-American customs union would be a turning-point in world history.
