It is now generally known that the Suez Canal "Users' Association," which Sir Anthony Eden unveiled in such disturbing terms to a stunned Parliament on September 12, originated with Secretary of State John Foster Dulles. Dulles came up with the idea as an alternative to a British proposal to take the Suez dispute forthwith to the United Nations, and that Sir Anthony agreed to give it a try only a few hours before he rose to make his speech. Egyptian nationalization of the canal created a situation within the meaning of Chapter Six, which provides for the pacific settlement of disputes "the continuance of which is likely to endanger the maintenance of international peace and security."
