The seeds of a regional planned economy are being planted in the capitals of Eastern Europe. There were a few open discussions of the idea during the war, but the Soviet Union frowned and that ended it. Now the concept is being quietly revived. The Soviet Union is now quite sure that its neighbors are friendly. As a result of its capitalist and imperialist operations in the past three years it need not worry that it will be isolated economically by the Eastern European countries as it was in the pre-war period. And it cannot very easily oppose a constructive plan which is so similar to its own successful regional planning programs.
