Today, at the beginning of the fifth week of the Foreign Ministers' conference, there is a disgruntled and even disgusted look on many faces -at the Moskva Hotel, at the Russian Foreign Office, at the British, American and French embassies, in Moscow, Soviet Union. There was no question of the conference's success in the sense that it could have produced a complete draft treaty "with" or "on" Germany. This is indeed unlike any other peace treaty. In the German problem, everything, or very nearly everything, is closely interrelated and interdependent. Political structure, demilitarization, economic unity, reparations, industry level, are closely linked. No agreement can be reached on a single issue without at the same time coming to a clear decision on all the rest.
