The article discusses the message of U.S. President Harry S. Truman to the U.S. Congress. The President in his message has gone all out for a progressive program. He is for higher unemployment compensation and an increase in minimum wages under the Fair Labor Standards Act. He is for the full-employment bill and for a permanent Fair Employment Practices Committee. He is for slum clearance and for a federal research agency. He asks for repeal of the Johnson Act, for interim lending power to fill the gap left by the sudden cessation of lend-lease. He wants a system of crop insurance and he recommends only limited tax reductions.
