Pentagon establishment, is incomparably the biggest, most complex and most frustrating-industry in the world. Ninety six individuals, since the Department of Defense was created, have filled the thirty-odd to posts of the Pentagon's civilian hierarchy, the secretaryships and deputy and assistant secretaryships of the U.S. Army, Nary, Air Force and of the Defense Department itself. This only emphasizes the fact that wrong men are being appointed to the Pentagon's civilian leadership, as many of them were completely untrained in handling such a job.
