This article presents information on the Waterfront Commission of New York Harbor and the New York Shipping Association Inc. The commission opened shop in late 1953 under a compact approved by the legislatures of New York and New Jersey. The compact followed closely the recommendations of the Governor's New York State Crime Commission, which warned that the New York port's prosperity was endangered by waterfront conditions. In public testimony, it laid bare the pattern of bribery, extortion, and other crimes that ran from the shipping companies through the stevedores to the Longshoremen's Association, I. L. A.
