This article discusses the book "The Challenge of Scandinavia," by William L. Shirer. The most impressive challenge in Mr. Shirer's view is the social welfare provided for Scandinavian citizens. Shirer tells exactly what the Scandinavian family gets in maternity and child care, health arid medical insurance, pensions, and other benefits. Understandably, the book is weakest when it takes up Finland. In many ways Finland is inaccessible. The discussion of the Finnish economy is inadequate. Finnish industry has developed enormously since the war to meet Soviet demands, for industrial products.
