John Carroll, Senator-elect from Colorado, returns to Washington after six years. He was one of the New Deal-Fair Deal Congressman between 1946 and 1951, and has consistently maintained a liberal stand on major issues with one possible exception, he disagreed with Adlai Stevenson on ending a draft and the H-bomb tests. His victory indicates a resurgence of fundamental Democratic liberalism. Carroll may be expected to take his place in the liberal bloc as a hard fighter, a thorough researcher, and an indefatigable worker, particularly on economic, civil-liberties and civil-rights issues.
