Eyes on the Consumer: GOP's Forgotten Man

For three years the Eisenhower-Humphrey program has been devoted to building up private investment through tax and other incentives to carry the main burden of supporting economic growth and stability. The consumer sector was relegated to a secondary place. Today this fact seems to be boomeranging on the Administration. For despite the largest investment boom on record, the tapering of the rate of growth in consumer spending has brought the expansion of 1955 and early 1956 to a standstill. The optimism which has characterized Administration and business circles in the last few years has given way to caution.
