Not too long ago a political opponent of the incumbent mayor of Houston quipped rhetorically to reporters' questions concerning his adversary Roy Mark Hofheinz. If Hofheinz is the dictator of the Bayou City, his rule for nearly three years now has not been one which is characteristic of an unchallenged leader. Since five minutes after he took office for the first time in 1953 the City Hall has been the scene of continuous struggle between him and the eight members of the city council. To indicate to his councilmen that he means business, he will not always employ the subtle approach.
