The fanciest of the new crop of union headquarters in Washington belongs to the International Brotherhood of Teamsters. The building is relatively small but it is heavy with wood and marble adornment. Given a different locale, it could house a movie star or a Middle Eastern oil potentate. As it happens, though, the Teamsters' building stands almost at the foot of Capitol Hill, and its location is perhaps the most impressive thing about it. A strong-armed teamster with a silver dollar to waste could very nearly throw the coin from his union's front steps to the Senate Office Building.
