The article presents discussions on various topics. Since the French, the divided but stubborn and uncooperative French, were considered the main obstacle to a European defense agreement, a vote in the National Assembly indorsing the London agreement should logically end doubt and settle the question of arming Germany. Slowly, in the course of the negotiations over the Brussels pact, it came to be taken for granted that German rearmament was no longer a matter of dispute but was inevitable. It was hardly mentioned except in the context of ways and means of making it more safe or more palatable.
