The article focuses on the wrangling between Postmaster General Jesse M. Donaldson and various committees of the U.S. Congress about what kind of service the Post Office shall give the people and how the good Mr. Donaldson can stay out of jail. Mr. Donaldson is seriously worried about the threat of imprisonment if he spends more money than the House Appropriations Committee says he can spend, and he thinks his best avenue of escape is to cut postal deliveries and services. But the Senate Post Office Committee has directed Mr. Donaldson to rescind his orders for a reduction in service. Since the Post Office is designed to serve the people swiftly and well, it becomes a matter of contention.
