The article discusses labor unions. Canada is the only advanced industrial state in the world which has a labor movement largely composed of "international" unions with head-quarters in another country. The history of Canadian labor has beep shaped by this fact. As far back as the 1870's branches of American unions outnumbered either Canadian or British locals. But important as the internationals were, the Trades and Labor Congress of Canada, the first permanent Canadian labor federation, had at first no formal connection with the American Federation of Labor.
