Japan's Peace Treaty

In drawing up a Japanese treaty Washington's aim is twofold, first, to make Japan a strong, anti-Communist bastion in the western Pacific, and second, to provide it by the means of its own rearmament and the continued presence of American military forces in the Japanese islands with the security which will enable it to resume its ordained role of the "workshop of Asia." The process of steady decontrol in advance of a treaty was carried a long step forward by Lieutenant General Matthew Ridgway when he authorized the Japanese government to review existing ordinances issued in implementation of directives from this headquarter for the purpose of evolving through established procedures such modifications as past experience and present situation in render necessary and desirable.
