Korea: No Way Out

The Indian resolution on Korea was adopted by a vote of fifty-five to five. The West's "automatic majority," split at the beginning of this assembly, was thus reestablished in the face of Soviet opposition. Neither the opportunity of dividing the United States from its Atlantic Pact allies on a major issue nor the telling argument that a different Soviet attitude would have given the coming Vienna Peace Congress a tremendous propaganda push influenced the Soviet decision. Even without indorsing the entire Indian plan, Soviet Union could have voted against the sections of the resolution which qualified the Geneva Convention and abstained in the vote on the resolution as a whole.
