The article presents an analysis on the economic conditions and the state of Franco's army. For the first time, the picture of Spain can be seen through the eyes of people who live under the Franco dictatorship. The sole concessions the United States was prepared to make and these only in exchange for support were an undertaking not to press for sanctions and a few minor changes in phrasing. Canada cast its vote for the resolution for two reasons to head off sanctions and to conceal the division in the Western family.
