This article focuses on steps taken for economic and social development of Southern States of the U.S. during 1930's. Recognizing the South as a major economic problem Franklin D. Roosevelt induced Congress to pour millions of dollars into the Southern States. The industrial transformation of the South since the late 1930s has already begun to change the social and political structure of the region. It is a key factor in the Southern Negro's effort to achieve his second or real emancipation. As he finds more and better-paying jobs close at hand, the Southern Negro is much less inclined to go North.
