Generally speaking, an off-year election in Connecticut is no contest. Not since the esteemed Professor Wilbur Lucius Cross won the governorship in 1934 has a Democrat in a non-Presidential year done more than go through the motions. But Chester Bowles has changed all, that. Whether he wins or loses in November-and he has a good fighting chance to win-there is no apathy in Connecticut this fall. All in all, the track is clear, the entries are straining, and the odds are just slightly in favor of the Republican colors-at least for the governorship.
