Social security is enhanced not only by measures concerned with income maintenance, it is equally important to take every available step to keep economic insecurity and the need for income maintenance to a minimum. The war has caused tremendous shifts its employment and in the places where people do their work. The extent of internal migration is greater than at any similar period of time in the past. It has been estimated that at least five million people have moved into different states from those in which they were before the war. The actual movement of people is much greater than this, for many have moved within their own states, from the country or rural areas into the cities. Not all of these people will wish to, or can, remain where they now are, after the war.
