The Basis of World Order

The two basic requirements for world place are order and justice. Minimal order in die world can be established only by the preponderant power of the great nations who now have the effective strength to bring the war to a successful conclusion. This order can be made just only if it is prevented by constitutional forms from becoming oppressive to the small nations. Thus, the two basic requirements of peace-order and justice-demand in the context of current events is a stable three or four-power accord on the one hand and on the other a broader accord of all the nations. Idealists are afraid that the great powers may achieve a partnership at the expense of the small powers and thus fasten super-imperialism upon the world. But there is a greater danger that they will not reach a significant accord at all.
