Americans recognize and certainly the Congress of Industrial Organizations emphasizes, that the worker is the basis of the whole American economy. Today, according to Treasury figures, the U.S. has 64 million wage earners of all categories in the United States, but there are 21 and 1/2 million getting less than $1,000 per year. There are 44 and 1/2 million getting between $1000 and two thousand dollars a year. In other words, 70 per cent of the wage earners of the United States are getting less than $2,000 a year even during a period when war has forced the American economy to operate at high levels. Labor has made some progress, however.
