Both the Soviet Union and the West awaited the opening of the Communist Party Congress in Moscow with interest and impatience. For the Soviet Union, it was an event of greatest magnitude in its history, while the West hoped for some spectacular declaration of policy the would provide new hope and encouragement for years to come. Furthermore, the five major principles, as given by Nikita Khushchev, the Premier of Soviet Union are- economic cooperation; cultural cooperation; recognition of human rights and the right to national self-determination; right to independence of nations that are still dependent ; and the quest for peace and international cooperation.
