The U.S. and Japan reached agreement on February 27, 1952 on administration of the security treaty which gives the "right to dispose U.S. land, air, and sea forces in and about Japan," effective upon ratification of the peace treaty. These two documents, the peace and security treaties, represent the culmination of what bipartisan supporters term "successful" Japanese policy. John Foster Dulles, chief architect of the treaty making, has modestly called the peace treaty "an act in accordance with the fundamental moral principles of the great spiritual teachers and leaders of all nations and of all religion."
