The Speech Nobody Made

The author argues that although the press of the world has been publishing detailed accounts of the proceedings of the General Assembly and the various U.N. committees, and the speeches have been accurately reported and the comments ample and intelligent, people have not got the real picture of what has been happening of the change from the high expectations of the opening sessions to the sense of frustration now prevailing. He proposes that to fill out the story, historians of the Assembly need a speech which is not in the files because it was never given aloud, though it was frequently whispered into the ears of delegates and journalists. The speech should focus on the use U.N. is making of Western nations, the need for Westerners to restore the prestige of negotiation, and the disarmament resolution.
