There is not the slightest doubt that the international tension had a tremendous lot to do with Malenkkov's foreign policy. The more-consumer-goods policy and the greater-liberalism policy associated with Malenkov's name were possible only on one condition: that the danger of war receded, that long-term coexistense between the two worlds be rendered possible by the more forthcoming attitude of the Western powers. Malenkov's foreign policy was conciliatory, implicitly denying at the same time that the Western powers were in any way responsible for Malenkov's downfall.
