The article looks at 2004 United States Democratic presidential candidate John Kerry's war strategy. Senator Kerry, although he blasted President George W. Bush for his arrogant, reckless, counterproductive foreign policy, has made no reference to removing troops from Iraq by a particular date. Kerry is nuancing his way through the dilemma of Iraq and consequently has not unveiled a bold approach that stands in sharp contrast to the Bush policy. There are debates on Iraq within Kerry's foreign policy team. The deliberations within the campaign have not focused on military disengagement.
