The battle between the Soviet Union and Western democracy is so spectacular that it has tended to obscure another mighty struggle which is dividing Europe, the struggle between the Vatican and public education. In Eastern Europe the Vatican has already lost the school battle to Soviet Union. In the West, Socialists and liberals are fighting desperately to prevent domination of their cultures by the Vatican. The struggle has reached an acute stage in Belgium, France, and the Netherlands. Even in Italy and Spain recent encroachments of Catholic power upon public education have made school policy the second most important political question, the first being communism.
