The article comments on various political developments and issues related to the U.S. In his economic report to the Congress, President Harry S. Truman remarked, "the resources are on our side. The only question is whether they will be used with speed and determination." Perhaps there is another question too. Will the resources be used with intelligent understanding of the fact that democratic strength is a good deal more than the sum of x trained divisions, y amounts of military equipment, and z units of industrial capacity? And, indeed, Truman did pose that question when he said that "a strong America must be strong throughout" and, therefore, "should give attention to meeting human needs." In the main, however, he stressed the problems of defense per se, and both his report and the annual review of his Council of Economic Advisers, issued simultaneously, effectively documented the massive industrial strength of the country.
