This article presents information on the issue of civil rights in the U.S. U.S. President Harry S. Truman in his historic civil-rights message of February 2, 1948, recommended civil-rights program to the U.S. Congress. Recommended are appointment of a bi-partisan commission to make a "full-scale public study" of civil rights and investigate complaints; and establishment of a Civil Rights Division in the Department of Justice under the direction of an assistant Attorney General. Other suggestion include addition of a section to the existing civil voting statute which would prevent anyone from threatening, intimidating, or coercing an individual in the exercise of his right to vote for candidates in a federal election, whether primary or general and authorization to the Attorney General to bring injunctive or other civil proceedings on behalf of persons who had a grievance under the statute.
