The bleak and rugged terrain shared by southern parts of Utah and Colorado offered scant attraction to private power companies a few years ago. Electricity was furnished to the area by the pioneering efforts of companies Empire Electric and San Miguel Power cooperatives. The belatedly awakened free enterprisers are now demanding possession of the high-voltage loot, and the rural-electrification cooperatives are in a legal battle for survival. The issue at slake has broad importance for the rural-electrification program.
