It is much too early to speak of a new policy of the U.S. toward China. Almost everywhere the subject of China has taken precedence over the budget and the flood of messages to Congress. Men are wondering whether the crisis in Straits of Formosa will become the opportunity for diplomacy. It will be time enough to applaud a wiser and more cooperative policy in Asia. The new policy, if there really is one, crept over Washington almost by stealth. The U.S. Secretary of State John Foster Dulles was led by reporters into his comments on the cease-fire.
