The United Mine Workers' Welfare and Retirement Fund, established in 1946 while the mines were under the U.S. government control, was not the first of these bilateral plans, but it was the largest up to that time and certainly the most publicized. It was set up after an extensive government survey revealed deplorable health conditions in most mining areas. After the mines were turned back to the operators, a series of strikes, suits, and counter-suits culminating in fines against the union totaling $2,100,000 spread word of miners' pensions to the remotest crossroads.
