After making several studies of the power structure in communities, the author has become convinced that the bases of power at the national level may be profitably examined in the light of sociological research. Many leaders the author interviewed in community studies had national connections, and often these connections were more important as sources of power than purely local affiliations. There appears to be a basic social relationship among the top policy-makers in larger cities. And by this relationship the author mean more than simply membership in the same political party.
