The Western Powers have bought a truce for Berlin, Germany on the installment plan. Great Britain's Harold Macmillan flew to Moscow last February. As a result of his conversations with Nikita Khrushchev, the Russians shelved their six-months' ultimatum of last November demanding that the Allies pull out of West Berlin. Then the Russians kept their hands off the city before and during, the nine and a half weeks' negotiations among the Foreign Ministers in Geneva. Still more important, the Eisenhower-Khrushchev exchange visits are pending, and it is almost unthinkable that Khrushchev would torpedo his own fondest dream as it nears fulfillment. Thus, starting with Macmillan's February mission, the Allies seem to have gained a standstill on West Berlin of almost one year's duration.
