The magnitude of communist foreign aid is not the only thing. If one seems in what follows to insist upon it, it is because it is neglected and misunderstood. The mere existence of such aid is important. It can be promised in many places and marched, like Fred Carno's army, many times across the stage. To revert to questions of mere magnitude, the concepts commonly used in this field are extremely misleading. First, promises of aid are not actual deliveries. A promise to deliver so much over ten years always looks big; the question is how much actually is delivered every year.
