The article focuses on international relation of the U.S. and meaning of winning the cold war. The prevailing attitude toward the Communist threat has now taken on a new direction in irrationality. Since it is felt that no one can "win" a hot nuclear war, Americans are now turning their attention to a more "realistic" policy, that of "winning" tile cold one. The illusion implicit in a "position-of-strength" policy is still with them, but there is beginning to be agreement that strength is a composite, which must include military, economic, political and moral elements.
